It seems easy to be ethical. Simply do what's right every time.
However, we know how easy it is to make small decisions that are morally wrong. We also know that once you do something wrong, it's easier to do it again.
Since no one is perfect, we need to commit ourselves to continuous ethics training in the county. The mandatory ethics training that I worked with staff to start needs to continue. We also need to revise our code of conduct so that it is clear and easy to understand.
Ethics is a simple decision between right and wrong. When organizations commit themselves to training their employees, fewer bad decisions are made.
A few weeks ago someone asked me what I've learned as a commissioner. I told them that the most important thing I've learned is how difficult it is to incorporate public input into county decisions.
That's something that we need to fix. Your input should be incorporated into every decision.
Simply put, Your Input Matters.
The county has started comprehensive planning and we need to ensure that meaningful public participation is involved in the process. If your representative is effective, it will happen.
With your help I will make your opinions a priority to the county. As a Commissioner, I’ve done it before.

This morning we woke up to rain, and while I love the rain, I couldn't help but be concerned for the lives of the people who suffer from a lack of adequate storm water control.
Over the past 3 years I've met too many people who, when it rains, rather than curling up on the couch with a good book, put on their coats and dig berms or move sandbags to keep their homes from flooding. And when the rain is gone, they face the challenge of removing standing water so that their kids don't get hurt playing in it.

A Better Plan for Dona Ana County.
The short term changes will slightly modify the existing code. This will allow us to solve some immediate problems that arose when investigating allegations against Commissioner Benevidez, and give us time to think through a more thorough revision of the code.

Since being elected to the Doña Ana County Board of Commissioners in 2008, I've made plenty of difficult decisions. I have been off the website grid for far too long and I apologize.
Tomorrow the BOCC will be voting on one of the most important resolutions that we ever have. This resolution will create mandatory annual ethics training for all county employees and county elected officials.
Mandatory ethics training is important because every one can use a refresher course on the difficult issues surrounding ethical decision making. And, let's face it, many industries have mandatory continuing education, government employees should have it too. As an employer we should continue to invest in our employees to make them better.
