Dona Ana County needs an "all of the above" approach to economic development.

For years we have focused our efforts on recruiting large companies to the area. We do this because large companies employ a large number of people. They also tend to provide benefits and help in the community. This is an important part of economic development in Dona Ana County, but it shouldn't be the only thing we do.

In the last few years we have expanded our mission from recruitment to working with companies that are already here. We need to continue this and develop a policy that clearly states Dona Ana County is committed to helping all businesses in the county. Small businesses and entrepreneurs need to know that we are here to help.

I agreed to serve on the board of directors of the New Mexico Spaceport Authority because I wanted to work to make it a success for the residents of Doña Ana County.

I believe in the promise of Spaceport America. However, today we are forcing compromises when what we need is commitment and resources. The best example of this is the welcome centers. When the voters of Doña Ana County and Sierra County took on additional taxation to fund the spaceport, they were told that high-end welcome centers in Hatch and Truth or Consequences would bring scores of tourists to their ... Today I voted no on the Vision 2040 proposal. I support regional community planning, but I couldn't support this plan.

There are several sections that I am concerned with, but the biggest concern I have is related to the economic development section. This section clearly opposes economic base job recruitment. Economic base job recruitment is the recruitment of large companies who will employ a significant number of people. The southern road to Spaceport America north of Las Cruces as it exists today is a long, bumpy drive over dirt and gravel. The process to pave the road is underway, but it’s moving slowly because there are so many facets that must be factored in and addressed before the asphalt can be poured.

Since taking office in 2009, I’ve made this road a priority, and in 2010, the Spaceport Board followed suit and prioritized its design and construction.

A plan has since been developed to fund the project using the Spaceport’s limited budget, and agreements have been reached between Sierra County ... Continue Reading

The following presentation was given to me by representatives at Virgin Galactic. It examines feedback from tourism professionals brought to Southern NM from around the world. These pros toured our area and have given us guidance on how to prepare for tourism resulting from Spaceport America.

I recently answered a few questions for folks interested in the Union Pacific project in Santa Teresa, NM. I thought I'd share this info on a wider scale by publishing it here.

Facility To Bolster Economy

Union Pacific Railroad is constructing a state-of-the-art rail facility in the southern part of the state. With an overall economic impact of $500 million for the New Mexico economy, Union Pacific's investment in the project totals more than $400 million.

The facility will create 3,000 jobs during the construction phase from 2011 to 2015, and will eventually be headquarters for more than 600 permanent jobs. While these jobs are not necessarily New Mexico residents, ... Continue Reading
